Online order

I have received my order aftr i have placed it for 3 weeks, my order was not complete there is 1 item that is missing. I have been calling them with no luck i sent emails with no reply. CAN I PLEASE GET A REFUND OR DELIVER MY JACKET. today i received email that my order is delivered. AM not happy at all
