Money deducted, no order fulfillment and no refund

I did an online order on 22 October 2019 and paid for it with my visa card, then i got an error message but the next thing it give me a msg that money for the same order was deducted from my account yet my cart is still full...then I called the customer service to confirm if they have receives my layment and why the cart is still full, the next thing I was told the issue has been escalated, 2 days without feedback only to be emailed on Thursday saying the card was declined and they closed the ticket.

No refund to my money...I tried 3 more time to speak to the responsible authority to no avail

I need my money back MRP...i am not taking this lightly
