Over Charge and no result

Paid Mr Fix it to repair my refrigerator , left my premises without a working refrigerator, he promised to be back the next day to fix it , did not show up, called his office on Monday set up a appointment for Tuesday morning 11h00 the reception call to confirm the appointment and confirmed that some one will be there at 11h00 to fix my refrigerator that a paid for, put in leave to be there , no one show up , called his office at 14h02 . no luck.
