Since when do I have to ask permission to service my car - SERVPL-***

Why all the frustrations ? Do I have to call to pre-authorize my vehicle service ? Then still beg to get the service authorised ? And then, contradiction between dealer and Motorvaps as to was service approved as yet, or not ? really ?
