Car dealership assistance

Hi All,

Ive come across a few dealerships on Instagram with very cheap cars. They one in particular says they have papers, spare key, dekra report, police clearance.

How do I go about confirming I am actually buying a car and not from someone who has the car hired. Secondly how to I go about to ensure car not ******?
