Charged for goods not delivered

I had an incident with my scooter & bent the neck stem, frame & marked up some body panels. I took the scoot to Motomia CT central service centre for repair. The workshop couldn't give me a date for when my repairs would be done, I wasn't once contact me after they sent the repairs quote. Eventually after getting him telling me that he has received all of the parts on 3 different times & giving 3 dates of completion, he said that the bike is 100% repaired. However the manifold cover hadn't even been removed, let alone replaced. I was charged for a RHS brake lever, which was not replaced. When I told the sale consultant that I was hearing a grinding noise after getting the bike back he shrugged it off as the battery jumping about, after the noise getting more regular I took the bike to show him & the front wheel was bashing on the plastic chassis protection guard. I took the scoot to another repair centre who has discovered that the neck stem that was 'replaced' was actually bent & not even tightened onto the scoot properly as well as the frame being twisted. I am now having to pay an extra R3k for the repairs. Worst thing, I got back a scoot that essentially was life threatening!
