Bad service and disrespect for other peoples time

I went there this morning to enquire about PDP process and I was given a yellow form, told to complete and take white form to the doctor then come back and proceed to fingerprints and I did exactly that. After doing fingerprints I was told to go and pay for PDP to Cashiers. I did that and I went to that long queue only to be told by the guy that is a Cashier that I cant pay because I did not do the booking for PDP, I then asked him why I was not told that from the beginning and I was complaining about time and the fact that I will have to go through the fingerprints and queueing process again, the guy was not interested. I felt this could have been avoided if I was told from the beginning and I went through all the processes and spent so much time only to be told to first set the appointment
