Certificates

Hellopeter please help. My son is 25years old n he is unempleyed because of Motheo college in thaba nchu. He register for busary from first semester to date but he did nt get it due to college's administrators they keep it for themselves. There were even arrested for that. Everytime when he went to college to collect his certificates they told him that he is owing the department so he can't get ut before he pays fully amount of R40 something thousand.
