Car Licence Disk

We all work 8 - 5 but the traffic department closes at 3pm. They won't accept my husband's money to renew my licence. WHY? They can check the car, they can check the paperwork, everything is in order but he is not allowed to pay for the renewal. UNLESS I do all kinds of EXTRA paperwork, go to a commissioner of oaths (because we all have time to go stand in a que then why not just que at traffic department in the first place)...? No reason is provided, this is now just how it is. Please explain why? Why not just take the money and issue the licence disk.
