Unfair business practice

In 2017, September, I purchased a house in Tsakane through Moshoeshoe Properties. I signed an offer to purchase then the following morning she called instructing me that I should add R20 000 on top of the selling price of the property so that the rates can be settled and she promised that I will get the balance of R20 000 after the rates get settled. Having no knowledge that the rates are paid for by the seller, I agreed and she scratched out the initial selling price that I signed for and rewrote a new price with R20 000 included. After the property got registered under my name in June 2018 I called her and she said I should go and find out how much did the rates cost, this was shortly after she refused to give me a copy of an offer-to-purchase which I was supposed to be given a copy long time ago.

I did as she commanded, looked and found the rates which happened to be R5 039.72 and that as per Mathe's assertions made me entitled to R14 960.28. She promised to pay me but now she is blatantly refusing to pay me as she has only gave me R2 800 in 2018. Mathe Moshoeshoe can be contacted on ********** or ********** .
