ANC member taken my land

I have a problem with neighbor who injected her wire fence at my yard ,when I go to our municipality to ask for help ,they said they can't assist regarding that and the person who injected the fence is one of the ANC member who is also at municipality, tried to communicate with him he refused spoken to our local leader still she doesn't reply. Is there anyone who can assist as our leaders of ANC are the one who fails us.
