Worst service

I requested my membership to be transfered to my brother on the 30th of August and we were advised that it will be done within 3 working days . A month later and it's still not done . I went to the Cosmo City Branch and every time I go there to enquire they say the request is still pending... The service is pathetic. How long does it take to transfer a membership from one person to another .
