Mogalakwena Municipality Refund Problems

I have submitted forms for a refund of my property sold in July 2020. I have sent numerous emails and have also tried phoning the relevant department but there is always an excuse. I have received statements with final closeout balance but no refund. I moved away to another town and thus cannot pop in quickly to follow up with someone. It would also seem that there are more customers with problems as lately the emails are returned with reason "email box is full". When you do phone you are directed to someone who never answers.
