Electrical COC issued but not compliant

We bought a house and received the electrical COC from the agent. The company that did the COC was Model electric. I called them and informed them that there were lights etc. that were not working and they indicated that they only do the COC in terms of safety and they do not check if the lights and devices work. The DB was incorrectly labelled so I do not know how they tested everything. They indicated that they will provide me with the quotation they submitted after they first inspected the house before they issued the COC. They promised to come out and assist but never contacted me again or provide the document. I called them a week later and told them that of my problem again. I also told them that the earth leakage test button does not do trip the switch when pushed. The COC cannot be issued if this problem is present. I again requested them to come out but they have not contacted me since. I believe their COC is not valid and they are deliberately avoiding me due to this reason. If the COC was falsely issued it places my family and all persons who enter my premise at risk of electrocution and even death. they must also be reported to the relevant electrical authority
