Supplier dont know what to do

We was recommended by a friend of the owner to take our car there after the cambelt broke & bended valves,this was Aug 2015,he recommended to redo the whole engin & that it will take 2weeks.Every week we had to phone him or send messages & then the same promises of next week.He brought our car back Febr 2016 with the engin stripped in the car & most parts not there & told us that he doesnt have the time to put it back together,he charged us R24500,after being paid in full in 2015.The total repair was R21000,he paid back R3000 & with most parts not being there or wrong.My husband lost his work because of him making promises,our daughter was out of school for more than a month,we got behind with our rent,could buy food,ect,because we didnt have a car to go get work.The money we got in from small jobs could only cover school fees & some food.He will tell you be there a certain date & time & when u get there,then he isnt there.It is costing us money again just to get the car completely done & he say he doesnt owe us anything anymore,but we are waiting for parts & money.I wouldnt send my car to this guy really,he doesnt phone once just to give any feedback,makes promises he cant keep.
