Bad service

I had a existing loan which I settled because I wanted to reapply the guy that assisted me sent me the details to pay and I even sent proof of payment and he didn't even update the system neither process the new loan to my surprise they debited my account after I settled the loan and now he is ignoring my messages and he is just blue ticking me instead if processing my refund
