Refund for my 4D scan

In 2017 I went for an ultra sound at the above mentioned Ultrasound Specialist. I requested a 4D scan which to date I never received. I was given a return date and when I went back there I still didn't get it. I still have the receipts and the print out of the scans I did but no 4D scan which was supposed to be on a CD.

Today I contacted the Dr who assisted me stating my case and requesting a refund. I was met with shere arrogance and being told that it's 2020 and I'm requesting a refund on a service that was done in 2017. An incomplete service I might add, the Dr even went as far as saying I must contact the Dr who referred me to him because he won't refund me. He went on to say he did what my Gynecologist asked him to do but that is not true, all I have is a receipt for a 4D scan I never got. A print out of my ultra sound and the return letter he gave me.

He said he will get his PA to contact me when my 4D was ready, now the story has flipped. All I want is my refund, I am a mere patient who was wronged. The Dr and his PA should take accountability for not contacting me like they said they would.
