Caterer and event planner running away with our wedding money

I had to get married 20 March 2020, 2weeks after lockdown was announced. I asked the caterer for a refund at the time and she was nice to say let's postpone so you don't lose your deposits.

The wedding was scheduled for August 2020 and lockdown was extended. Still she didn't wanna refund and asked that we give it some time. The city gave our venue money back in full as they were waiting for a review and still she didn't want to refund. She was always nice about it but now I can't get hold of her and she promised me she will refund .y money 2weeks ago
