Won't cancel a policy

We have been trying to get A policy cancelled we keep getting the answer that we will get a call back. The one time the company called it was hung up IMMEDIATELY. When we asked the one agent what her name was regarding her not wanting to escalate she hung up the line. I called to speak to a manager but I was told that they cannot transfer so it would have to be and email but still I am waiting
