Vehicle not repaired almost a month

My car was assessed at a particular panel beater but was sent to a different panel beater (dbn central panel beaters) for repairs. Now after almost a month dbn central panel beaters is ordering extra parts because the original assessor did not realize that an air filter will be required for my vehicle. Why was my vehicle not repaired at the panel beating company who assessed it in order to avoid all this confusion?
