Why do insurance companies charge a monthly premium?

I ask this because in 2015 i had an accident with a client of MiWay. I myself at the time was a client of KingPrice. I was however a client of MiWay in the past.

When i was insured by MiWay i drove an Audi A4 and a Taxi drove into my car. Details were swapped with myself and the Taxi driver who gave me his Taxi Owners details. Miway was great with the claim, paid out for the repairs no issues. Years later i get a call saying they can't retrieve my excess money from the taxi owner and I must write it off.

Now when i had the accident in 2015 while i was insured by King Price. I was driving a BMW and i bumped another BMW from behind, I gave the Miway client my details and Insurance details and we did a accident report together same time. Now i get contacted in May 2018 by a very rude agent named Lehlohonolo Mokgatla from Miway saying i must pay the full amount of R20 478.99 or face legal action. She won't provide me with any proof of the amounts and then offered that I only pay the clients Excess of R5000 if i do it in 2 lump sum payments.

I obviously can't afford to pay the R20 478.99 or the lump sum payments for the excess. So i agreed to pay back the excess in payments i could afford and that is not an option.

Please justify why i must pay the FULL amount of R20 478.99 with interest instead of the R5000 excess just because i can't afford the lump sum payments? Justify the R15 478.99 difference.

IT MAKES NO SENSE. I was willing to pay the Excess. Why rip me off now just because i can't afford lump sum payments and THREATEN me with Legal action for the Extra R15 478.99 .

Why offer the R5000 option? It's quite clear that the R15 478.99 wasn't all that important if you can drop the amount so easily if i had the money to pay the R5000.
