Plumber went AWOL halfway during a job

On JANUARY 1ST 2022, My bathroom pipes burst. MiWay sent a plumber who absconded, half during the job. He installed new pipes but no new tiles have been put in. I have a working toilet and running cold water. I have not had a bathroom in over two months.
CAN ANYONE FINISH THIS JOB? It's been a massive waste of time and money.
