MiWay short-term - wasting my time

I was contacted by MiWay and offered a quote. I said that I didn't want to waste 45 minutes answering detailed questions when all I want is a quote. I was assured that it would take only 10 minutes. I answered questions for 5 minutes and was then passed onto an underwriter, who also assured me it would only take minutes. We went through the process and I was promised a quote by email. I'm still waiting after over a week. Why do these insurance companies waste our time and then fail to follow through?
