Miway (Renege)

In short miway offerd me a cheaper car insurance, at the end of the coversation she mention "refer a friend" that i will get a voucher if the 3 steps are completed. So obviously i referred someone for them to safe if posible and i can recieve the voucher. All 3 steps were completed by the person. I have done my part by calling miway used the whatsapp services. So far i am unsuccessful. Now the question is why? Was it just for publicity? Maybe a honest mistake? Using existing clients to benifit more from them? Please explain.
