MiWay Insurance declining to fix my Brother's Car

Claim number: C*** On the 9th November 2020, my Brother was in an accident with MiWay Client, MiWay helped their client but are refusing to fix my Brother's car even though their client have third party cover. In this case MiWay client is or was at fault, causing the accident.

At first they (MiWay) requested quotations from my Brother, of which He did sent, now they coming back saying He must fix his car Himself. What nonsense is this? They know that their client is at fault here, so they must just fix my Brother's car.
