Miway false advertising

I was contacted by Leroy of Miway Insurance to offer me a obligation free quote on my vehicle, which I obliged to. I was further advised if my current insurance cannot be beaten, on a like for like basis, I would be given R400.00. Needless to say, Miways quote was almost double what I am currently paying. I was advised to forward my current insurance policy to Miway, marked for att: Sharief & Leroy, which I did. I was then called by Leroy advising they need to quote on my entire policy which was not the arrangement when I was initially contacted. I was only quoted on my vehicle and Miway could not beat my current premium. A team leader called me & advised me, in terms of their terms & conditions they have to quote on my entire policy which is not what I was advised at the beginning of this process. Miway just want to get out off making good on their R400 offer & are trying to weasel their way out of paying it. This is tantamount to false advertising & someone should do something about this. I was advised my call will be investigated & feedback given. I am not holding my breath for feedback as it was just be another lie. Even if Miway does beat my current insurance premiums I will definitely not switch to them due to the lack of transparency and untruths told to me by them.
