Missing car parts after repair.

On 8 September 2018 i was involved in an accident. Miway being my insurance i called them up and logged a claim. 4 October 2018 I collected my car from the panel-beaters only to find that my car's spare wheel is missing. According to the panel-beaters this is a regular occurrence in the industry. I reported this to MyWay and one of the questions that I was asked by the consultant (the first call) was "Do you have any photos proving that the wheel was there". It has been 24 hours and no one can tell me who will be replacing this spare wheel which is almost R8000. I drive daily 130Km to work and back and without a spare this is a problem. They are apparently waiting on documents from the Tow truck Company and Panel beaters. My question is very simple . Who will be replacing the R8000 wheel? I know for a fact the wheel was there at the time of the accident. If this is a regular occurrence surely the insurance company is aware of this issue and can advise their clients to take photos if at all possible.
