I have insured my car for scratch and dents with Miway, they refuse to fix my car saying that the cost is too high, then they ask me to send them a quote as they won`t pay more than R5000

I have insured my car for scratch and dents with Miway, they refuse to fix my car saying that the cost is too high, then they ask me to send them a quote as they won`t pay more than R5000.00. I send them a quote for R5100.00 and advised them that I will pay the extra amount but still they declined, I then send another quote of R4887.00 still there is no response. I want Miway to pay back all the amount I paid for both insurances I have with them for my vehicle as they cannot fix my car as per agreement.
