Failure to recover damages from third party

I had an accident in 2020 March, it was not my fault and the other driver admitted fault because there were police officer behind me who saw the accident happen. Miway fixed my car, and now had to recover the cost from the driver who was at fault. Miway failed to trace the driver even when information on social media was readily available. I even got in touch with a skip-chaser who located the other driver. But Miway still failed to recover money from the driver. Now Miway is quoting high premiums against me because they say I have a huge loss against my name. Three years has passed, they failed to recover the money, but I am the one suffering. The other driver didn't pay a cent, and he is out there walking freely, while I get high premium quotes. Miway is not living up to its slogan of letting me life Miway because now I am left out in the cold.
