car still not fixed

my dad i was involved in an accident on the 14th of september, his insurance that he pays every month without fail till this day the car is fixed, the panelbeater fixing his cars says midway is buying second hand parts to fix the car i mean what is that??? second hand parts till today my dad has no transport he was given 2300 for transport but now the money is finished because the car is not fixed, on tp of that the instalment has gone up without his concent i'm advising him to change this insurance because the service is bad and the access is too high you,,
