negligence at hospital

My brother had an epileptic fit and fell on his face (jaw) I took him too the day hospital because he was in severe pain and couldnt open his mouth or eat anything the doctor on duty said there is nothing wrong and gave him pain tablets aftet the pain got worse nd swelling occured I took him to a private doctor and the doctor just looked at him and said it might be broken and he gave us a letter for the new lentegeur hospital where xrays confirmed his jaw is broken in two places. I wold like to report the hospital
