Miscota - do not deliver products paid for

I have now been waiting since 22 January 2019 for delivery of my parcel. That is 3 months ago and nothing has arrived yet. Miscota keep assuring me that they have successfully delivered in South Africa and are simply not interested in refunding my money.....so where to from here? I have requested a refund but Miscota is simply refusing to even consider that....I will NEVER order anything else on line again from ANY company!!!!!
