Paid for a part, never got the repair or our money back

We hired Mind Vusumuzi Tshabangu (MV Appliance Repairs) to do a full service on our washing machine. He only did a half job, we had both a pump issue and a water leak, and he addressed the pump but missed the leak entirely. When we called him back, he then admitted he hadn't dealt with the leak. He identified the part we needed and offered to buy it himself if we paid him via eWallet, which we did. He claimed to have bought the part, but then strung us along for weeks with broken promises about when he'd come fit it, ignoring calls and messages the whole time. Eventually we asked for our money back, and that's when he went completely silent and blocked my partner's number. He's since admitted he still has the money but refuses to send it back, which makes us think he never actually bought the part and spent our money elsewhere, explaining why he kept avoiding the job. Avoid this man and his company at all costs. After this happened, we looked him up and found other reviews describing the same pattern: deposits taken, no follow-through, no refunds. We wish we'd checked before hiring him and losing our money.
