System issues and unclear communication

I have never been this stressed in my whole life. I had faced system issues when writing my exam and was told that my RAM was too low and my laptop was not competent that I had to get another laptop (but used the same laptop to write a different exam after that and it was perfectly fine). I was told that I needed to rewrite, i then completed the defferal form for the rewrite and the decision came and said Approved. I am on a learnership and my knowledge is that I do not pay for the first rewrite. But when I was supposed to rewrite the exam, I could not and was told I had to have paid an amount of R700. And am now told that this is because I had system issues which were user issues but I have colleagues who also faced problems during this exam and had to rewrite but never paid the R700. Please help, I cannot redo the module when I never got to even write the exam once.
