No Certificate for the past three years

I am actually not happy about the services from Milpark Education. I completed a course with them in 2016 and even even graduated (attended a graduation ceremony) but unfortunately even today I haven't received my qualification. During the graduation ceremony we were told that there was a mistake and some qualification were not printed correctly their SETA will have print them again but when I phoned the seta they told me that they issued the certificates already. I only have the academic record but no certificate. The coordinator at Milpark told me there is nothing they can do when I phoned again I was told that one is on maternity leave so they can't assist me. Milpark Please assist.
