Non-Delivery of goods paid for

I have placed my order and paid a 50% deposit in April 2017 and was told my order will be ready in 3 months. I was then requested to make full payment in September as my goods were ready. It is now the 15 Jan 2018 and I still haven't received my order. The owner does not receive phone calls, is not honest in his what's app messages and refuses to give back my money. It is not a refund as I didn't receive my goods.
