Water Connection Not Installed (And No Feedback Given)

Deposit for a new water connection was paid on 26/10/2017, however, nearly four months later, the connection has not been installed.

I have received no assistance by phone. The water/services department promised to phone me back with information weeks ago, but I have received no response.) I'm also continually referred between the call centre (based in Cape Town -- whose agents know nothing about actual provision of services) and the department, in the same loop, with no feedback.
