Refused to clear my debt after payment

I owed rates in access of R17000. Paid 18000 to cover the cost. And thereafter requested a confirmation letter but was sent from pillar to post. Midvaal has blacklisted my name for an amount of R10 000. Midvaal has not allocated the paid amount to the intended settlement of outstanding debt. I wrote several emails complaining but was answered once by Julia to furnish my physical address, ID and case numbers. Of which I did. But not correspondence thereafter. I paid the above account on Oct 10,2015. I am still awaiting Midvaal Municipality to cooperate.
