Billed for water I am not using

Our municipal water is disconnected and I only use borehole water. However, I am still being billed for water consumption and when I wrote to them, I was advised that the meter is registering water consumption, therefore I am liable!! How can I be liable for water which I am not using, as the municipal water has been disconnected?
