An unfair system

Why are all management staff at all the Estates at Midstream (security managers, estate managers & Bondev personnel) white & the majority afrikaans speaking. Where all security supervisors, guards & all other lower ranked personnel are black. Even though they are a non-profit organisation, don't Midstream also have to comply with government legislation.
