Letter of Completion

I've been trying to get my Letter of completion to apply for work but the campus has told me it will only be issued in April which I find extremely unreasonable. The degree is completed so why am I unable to get my letter of Completion, on my academic transcript it states it's incomplete so it is invalid on my CV.
