vechicle test station conned me

Had a meeting with the owner, he said he would deposit R3000 into my account to cover some of the cost for the aircon. never happened. I still don't know how it passed road worthy test. As the wiring is a right mess. took the vehicle to Bosh and a number of reputable auto electrician. they are saying, this vehicle should never have passed RWC and they wouldn't work on it.
