MICT referral . I want a refund!

I was referred to a training provider/institution called IQRA Computer Institute of Excellence by MICT Seta to RPL for END USER COMPUTING course I registered , submitted all required documents and paid in full in November 2017. The owner of the training provider/institution advised she had been having problems with accessing the database and the problem was MICT Seta system that she reported. I have followed for feedback from Nokulunga till this very hour and each time it has been a different story which resulted to me losing hope. Sometimes she would not take my calls or hang up while speaking to her. I then requested a refund and she advised she does not know when she will pay . Is this how the education system work now ? I did not get the certificate or my money. What am I supposed to do. I have WHATSAPP conversation that I have been asking Nokulunga Malinga to pay back my money which she said she will on email as I need to register elsewhere. I have no been prioritized and I had registered because I had a need to register. This tells me accredited training providers with MICT Seta can just treat customers anyhow and its okay. Worse when I was referred by MICT seta. I do not wish to continue with this training provider and just want my money.
