NO microsoft support

A friend of mine called for tech support, as he bought a copy of Outlook 2016 but when trying to reinstall after having a hardware failure, Microsoft will not allow me to install the full license code(accepts all except the last digit of the key). I telephoned microsoft on the support line(0800 number) which then proceeds to tell me that all support has been moved Online. Unfortunately unless you have Office 365, there is no support that I could find(and I searched extensively) to find support for Office Outlook 2016. So no Outlook and his business is done online which is causing major problems. Uncanny that I have a paid for product yet microsoft will not allow me to register the key!
