Poor quality work and service

Mica Pools built a pool deck for us. After a short while the tiles started coming off. We have phoned Andre Venter to come and fix it to come and have a look. He was busy with a big contract in Johannesburg and promised to come and fix it. We made an appointment for the saturday two week ago. He did not pitch up because he said it was overcast and looked like rain. When I asked him why he did not contact my husband he said he could not get through to my husbands cel phone. I phoned from my cell phone the next week and he said he bought some times and he will come and fix the deck Saturday the 10th October. Same story, he did not pitch up. It seems that he is blocking our cel and landline number from his phone. If you phone his cell number, it says number busy but if you phone from another unknown number you do get through to him. When I phoned Andre he said hold on and then cut off the call. I cannot recommend Mica Pools for quality work and the service is poor. We have paid money for the deck and would like the deck to be fixed or to be refunded. I have placed a message on Mica's Face Book 20 hours ago but without any response.
