Still waiting for my house

In 2015 November 10th, we paid for an RDP house. The house was being sold to us by the owner, the owner owed the municipality R34000 for water. We agreed on an amount of R40000, so he agreed that we should pay that R34000 he owed and he'll keep R6000 for himself. He promised to move out in a week because we had to change the ownership, but the municipality ended up not changing the ownership, we still waiting to move in or get back our money. It's been 3 years and we're still waiting.
