Refunding deposit

I closed my account with Metsimaholo municipality in July 2017. We sold out house. There is an amount of approximately R2752.57 owed to me. I have been phoning cinstantle speaking to several employees of Metsimaholo Municipality to initiate the refund. The next thing I receuve an account where services are deducted off my credit. We di not even live in the area anymore. Once again I phoned, sent emails regarding these services deducted, just to receive an email today that Metsimaholo only owes me R33.80. They need my banking details. How is it possible after all the calls I have made to sort out this issue, it is still not resolved!!! I am a disabled pensioner and they are *****ing the food from my plate.
