Damage to grave at cemetery

Even with security posted at the gates, the graves are being ****** of name plates which costs alot of money to replace. The municipality refuses to accept responsibility because the security is allowed to sleep during the day and night. We are also told that they do not accept any responsibility for any graves even though it is their property being used. They are absolutely pathetic.
