Very loud Base music

Where can I log a call for loud base music being played at the Florida lake near the old JMPD house? This happens every Saturday from around 12:00 and is so loud that I cannot study or even watch tv. I have walked up to the people, but was told that I should leave before something happens. The last few Saturdays I have phoned the JMPD call centre and everytime I was that they do not give reference numbers for complaints and they do nothing about it. Last Saturday after my 3rd or 4th call I was told they were putting me through to the JMPD radio room, but it just went silent and after about 5 minutes I put the phone down. Most Saturdays it is so loud that my house's floors and windows vibrate. Today it is quite bad and it is driving me insane.
