Verbal abuse

I'm still shocked at how rude a cop was to me.Yesterday morning a metro cop (lady)literally said **** u to me for picking up someone at the stop sign.yes I was in the wrong for stopping at the stop sign but to swear and belittle me confront of people for a good 5minutes even after I apologised in tears she still swore at me then drive off.why not write me a ticket and it ends there.is it written somewhere that cops have got the right to insult people?So I tried calling their complains department to no avail so this is my last hope.i know her name and the department she is in.lady cops tend to be rude to woman drivers just to prove a point. It is abusive behaviour honestly.
